However long term interaction based on political, economic, defence, technology and historical factors with any country has a scope of it. The area which is left out by Alliance and Treaty has also chance of becoming strategic relationship, provided that both parties declared so.A declaration is necessary for strategic relationship. India has strategic relationships with more than 30 countries. It is very unlikely of becoming enemy countries and strategic partners at the same time.
