Wise Men Need No Laws

Many of the Greek classics noted in their works that the composing of law in social order was merely a "second best option" when envisioning ideal societies. Plato deduced that any person, presented with the proper education, is able to operate morally within a utopian society. Law is then posited & enforced when education is lacking, and said The Undeducated= The Immoral

Do you agree? If so, then WHY, in the height of availability to the most information possible, do we have the most comprehensive and extensive sets of laws being enforced upon us today?
