This indicates that receiving the Holy Spirit isn't always immediate, and there might be moments of waiting.

3. Receiving the Holy Spirit may not always be instantaneous.

Reasons why: The receiving of the Holy Ghost is a mystery(John 3:8) and a spiritual occurrence. While the gift of tongues is available to all believers, not every believer will necessarily speak in tongues. A believer’s sustained ability to speak in tongues is a function of desire, spiritual growth, and involvement in the service of God. All three elements are within a believer’s circle of influence.
