This indicates that receiving the Holy Spirit isn't always immediate, and there might be moments of waiting.

3. Receiving the Holy Spirit may not always be instantaneous.

A believer’s sustained ability to speak in tongues is a function of desire, spiritual growth, and involvement in the service of God. All three elements are within a believer’s circle of influence.
