Transform Indian Government Employees Into a Productive One

We all know how Government employees in India behave. They don't want to work at all. Most of the customers get tremendous dissatisfaction. To deal with it the Government employees who directly deals with public their money must be reduced by more than 3000 and we have to set up an measure (like feedback or ratings of customers) on monthly basis so that the reduced money will be given on basis of that measure.
