A long time ago there was a small town called Doomstate. The town was peaceful, everything was going smoothly.
until one time...
People of the town were getting sick. They were having diseases like cholera, diarrhea, dysentery, hepatitis A, Typhoid, etc. Almost everyone in the town got sick except the town head, the chiefs, and other influential people in the town.
Research was conducted on the cause of the diseases and it was discovered that they were getting the diseases from drinking contaminated water.

This was strange to everyone in the town. Because their sources of water have been the same right from time, and they have always been fine from drinking from it.
Their sources of water were a big river and a well. In Doomstate, water from well was considered fancier and cleaner than water from river. So the well was reserved only for the privileged which were the Town head, chiefs, and other influential people. Only them had access to the well water.
Another research was conducted on their sources of water and it was discovered that the well was clean but the river was contaminated with dirt.

So this explained why only the masses were getting sick.
After they discovered this, they knew the next thing to do was to purify the river by getting the specks of dirt out of the river. And to do this, they needed some highly skilled swimmers, that would swim deep into the river and get out the dirt that contaminated their water. But they didn't have them in their town, they can only get them in a foreign town for a huge amount of Money.
The town head promised to get the swimmers as soon as possible.
Months passed and nothing was done to get the river cleaned.

The people complained and complained to the town head and the chiefs but still nothing.
After a while, something happened in Doomstate. There was a period of the dry season and the well dried off. No single water was coming from the well. But the river still had some sufficient water. This means the town head and the chiefs would have no choice but to drink from the river till the end of the dry season.
When they realized this, the town head and the chiefs immediately hired the highly skilled swimmers from a foreign town to clean the river.

After it was cleaned, guards were posted to the riverside to guard against it and regulations were made to protect the river against any dirt.
With this, People had access to clean drinking water again and the people became healthy as they used to be.
A few months later the dry season ended and the well had water again. so the privileged people didn't have to drink from the river anymore. Guards stopped guarding the river and the implementation of the regulations made to protect the river from dirt became weaker and weaker and weaker...
