Nigeria practices a federal system consisting of 36 states, the Federal Capital Territory (FCT), and 774 Local Government Areas (LGAs). The statistical efforts at each level are coordinated by the NBS. Ministries or government departments have Directors of Statistics, and similarly, each state has its own Director of Statistics, along with Heads of Statistics units at the LGA level, ensuring widespread data collection.

The Statistics Act of 2007, passed by the parliament, provides a legal framework for the NBS, covering its activities and mandate. 9 Institutional Members

The National Bureau of Statistics (NBS) came into being after the merger of the National Data Bank (NDB) and the Federal Office of Statistics (FOS). Initially, FOS was the major government agency tasked with collecting and analyzing statistical data in the country, while NDB was another agency focused on the storage and maintenance of statistical data in the Federal Republic of Nigeria. This merger highlights the actualization of part of the Statistical Master Plan (SMP), a programme document put forward by the Government of Nigeria.
