The three fundamentals of legitimacy in leadership:

The people who are asked to obey authority have to feel like they have a voice.

  1. The rules have to be predictable and stable. There has to be a reasonable expectation that the rules tomorrow are going to be roughly the same as the rules today. 
  2. The leader has to be fair. One group cannot be treated differently from another.
