As per indian diplomacy, There is no any formal document, definition or criteria for strategic relationship. However long term interaction based on political, economic, defence, technology and historical factors with any country has a scope of it.

The area which is left out by Alliance and Treaty has also chance of becoming strategic relationship, provided that both parties declared so.

A declaration is necessary for strategic relationship. India has strategic relationships with more than 30 countries. It is very unlikely of becoming enemy countries and strategic partners at the same time.

If this kind of relationship is appear between more than two nations then it is called multilateral relationship.

Foreign trade agreement (FTA), Foreign direct Investment(FDI) are few document which are generally signifies bilateral relationship.

Pakistan and India can have bilateral relationship but can not become strategic partners.
