One cornerstone of ARPA/PARC's success was to fund people, not projects. It enabled them to fund different and sometimes opposing points of view, in pursuit of their vision.
In order to make it work, they had to maintain high standards for self-motivation and ability for people in the group. They cultivated people who "had to do, paid or not" and "whose doings were likely to be highly interesting and important".
