Because of the normal distribution of talents and drive in the world, a depressingly large percentage of organisational processes have been designed to deal with people of moderate ability, motivation, and trust.In most processes today the administrators seem to prefer to be completely in control of mediocre processes to being "out of control" with super-productive processes. They are trying to "avoid failure" rather than trying to "capture the heavens".

It enabled them to fund different and sometimes opposing points of view, in pursuit of their vision.In order to make it work, they had to maintain high standards for self-motivation and ability for people in the group. They cultivated people who "had to do, paid or not" and "whose doings were likely to be highly interesting and important".
